Improper health and educational facilities:
Social infrastructure facilities such as education, health, and other civic amenities were not satisfactorily developed in rural areas in particular, even until the end of the tenth five-year plan (2002-2007) period. Economically backward parents wanted to increase the number of earning hands. Thus the negligence of rural development too contributed to the growth of child labour. (1)
Economic consequences of child labour:
Though most of the child labourers contribute to economic growth, their saving rates are almost negligible. Most of them spend their day to day needs as they live away from their villages. Human resource scarcity may take place if the children turn to work at a very young age.
Children who contribute to the production of goods and services from the age of 5 to 15 can be termed as child labourers.
Since children cannot bargain, they lose many work-related benefits like provident fund, dearness allowance, etc which contribute to the increase in profits for the employers. Since most of the child labourers do not look after their parents, such families may further become debt-ridden which leads to another menace of bonded labour.
This menace has been an extra burden on the government as it has been spending money to rescue and rehabilitate the children working as bonded, slave, etc labour.
Some of the highly depressed children also involve economic offences.
Reducing poverty, developing alternate employment avenues, developing better social infrastructural facilities like education and health help reducing child labour. (2)
